A high-IQ city holds promise for the future

Cuiheng New District (Nanlang Subdistrict) has, with the aid of the "Smart City Brain" system, preliminarily achieved digitalized urban operations, intelligent incident response, scientific government decision-making, and precise city management. This "Smart City Brain" incorporates various technologies such as drones, "thermal imaging", and smart water meters, and can monitor subtle changes in urban construction and operations. Through the "Smart City Brain", Cuiheng New District (Nanlang Subdistrict) detected over 37,000 urban management incidents in the first half of this year, handled 1,176 incidents with inter-departmental cooperation, achieving a 100% incident resolution rate. These three key data points ranked first in the city.

Cuiheng New District has always been a pioneer in Zhongshan's urban construction and management. As early as its establishment in 2013, it was selected as a national smart city pilot. The "Smart City Brain" system is a result of this initiative. Over the past decade, during its major urban development and construction, Cuiheng introduced various new concepts and models for urban construction management, becoming a showcase for smart cities, an exemplary area for integrated BIM/CIM applications, a zero-waste city, and a zero-carbon city. This year, it was also selected as one of the first provincial pilot districts for safe development, further highlighting its role as a model city.

The 20th Party Congress report proposed the construction of livable, resilient, and smart cities. Zhongshan has high expectations for the development of Cuiheng New District, aiming to optimize its urban-industrial layout, and to make it a shining pearl in the Greater Bay Area. Assuming the new mission of participating in the Guangdong-Hong Kong-Macao Greater Bay Area construction and urban planning, Cuiheng New District should have more achievements, focusing on livability, resilience, and intelligence, and establishing itself as the most beautiful "city window" on the western bank of the Pearl River.

To build a city that meets top urban standards, Cuiheng New District needs to focus on two key words: "High" and "Fast."

"High" refers to the high-level positioning, high-level planning, and high-standard construction standards given to Cuiheng by Zhongshan. Cuiheng New District is not only Zhongshan's, but also belongs to the Greater Bay Area. It needs to keep up with the Bay's standards to integrate smoothly.

"Fast" means accelerating the pace of urban construction. The construction of the Shenzhen-Zhongshan channel is counting down with less than a year left, giving Cuiheng New District an increasingly shorter "window of opportunity". The district needs to speed up urban construction to seize the historical opportunity of the Shenzhen-Zhongshan channel and attract all types of development resources with an improved environment.

Compared to building a livable city, constructing a resilient and smart city is a new challenge for Cuiheng New District. Resilient cities aim to enhance the city's ability to withstand, adapt, and quickly recover from adverse changes, especially from disasters and unexpected events. Smart cities emphasize the use of information technology to improve urban planning, design, construction, management, and operation levels, making urban elements more interconnected, management more efficient, and operations smarter. As Zhongshan's future urban center, Cuiheng New District should make more explorations in resilient and smart city construction, starting from the basic planning, and building a city that is both safe and "smart."

Cuiheng New District is Zhongshan's strategic "blank slate" region facing the Greater Bay Area and is also one of the platforms with the most contiguous space in the "Golden Inner Bay" around the Pearl River estuary. In the future, through the transformation of inefficient village and town industrial parks, it will release a vast space for industry. As it strides towards the Greater Bay Area, Cuiheng New District, which carries Zhongshan's urban advancement dreams, needs to answer the "comprehensive question" of optimizing the urban-industrial space, taking the lead and setting an example."
